Power steering fluid - how full?

My Mk2 wavy tuscan has been leaving a few drips of what I presume is power steering fluid on the floor of the garage (I presume power steering fluid, it's red and feels very oily).

The manual and online says fill up using the dipstick as a level but my Mk2/3 doesn't have a dipstick. So how full should it be? There are no markings I can see so should it be brimmed? Or was the the reason there has been some overflow?

The steering feels absolutely fine.
