What does this attach to?

Hi,

I would like change this bolt for a nice shiny new one but I don't want to undo it if I then have to strip the door to reattach whatever falls inside. Does someone know what it does?

Maybe a simple cap or cover could be glued in place?

The rough surface/finish on the fibreglass above it would bother me more or is that covered?

It is sealant you are seeing not fibreglass. It is black but the flash it making it look grey.
