Steamed up back lights

I've got condensation in one of my rear lights, but its the one that doesn't need resealing.

The one that does need resealing is perfectly clear.

I always thought this to be the opposite way round, so does anyone have any suggestions. Take off and reseal both of them or leave the one thats not steamed up?
