is my turbo gone?

hi all I just bought a 2005 1.5 dci megane for the wife, she wanted something French against my advice. Anyway instead of just paying the normal price for a decent motor, I picked up this one for half the going rate as it was described as being 'down on power'. It drives well but doesn't have that turbo pickup, it feels a bit like my berlingo 1.9 straight diesel, powerful enough to get about but still a bit lacking. There is no sign of any smoke, though its a bit lumpy on tick over and when being switched off, though never having owned one before I can't say whats normal or not. Does this sound like a knackered turbo and if so whats the repair costs? thanks

cheers guys, a mechanic I know had a quick look at it an hour ago. Diagnostics showed up a fault with the drivers seat belt buckle which explains the air bag warning light, but no engine faults. He floored the accelerator in neutral for a few seconds and it started to throw out quite a bit of black smoke, his advice was to make sure there is plenty of oil in it, then rake the life out of it in third, "it will either blow up or clear itself"??? don't know if this sheds any light on the problem but he doesn't think its the turbo.

cheers guys, I did the egr on my 1.9 berlingo using straight petrol, is this ok or whats best for cleaning the egr?
