Nissan X-Trail Fuel pressre fault code P0089

Hi, hope someone can help.
2004 X-trail 136 DCi, 50000 miles.
The car suffers from loss of power (limp mode) where revs are limited to 2000 when in gear (under load) - will rev ok in neutral. No engine warning lights are present. Sometimes has lumpy idle when cold.
Turning engine off seems to reset the car but the problem is now returning within a few miles, rendering it impractical to drive anywhere involving hills.
I replaced the fuel filter a few days ago, this made no difference.
There is no oil consumption or whining noises & I have also had a fault code diagnostic done today. Told it was definately not the turbo & that the fault code is P0089 (Fuel pressure regulator performance). Suspicion is fuel suction control valve, pressure regulator or fuel pump.
I'm concerned that I could end up replacing component after component as I can't seem to get a definitive diagnosis
Has anyone had this problem rectified, & also can anyone recommend a specialist in London or the south east.
