Cigar lighter trickle charger

Sick of flat battery, so bought one to try. It's not detecting the battery via the cigar lighter.... I was presuming its a permanent live, since so many people have them. Am I wrong?

Thanks for all the replies, turned out to be easy. If the battery voltage is too low, the ctek charger will not find the battery. I stuck my jump pack into the Anderson conector, and hey presto!!!!!!
The ctek got the battery up to starting voltage pretty sharpish, and the cig lighter lead has a battery condition indicator in it, so it's easy to tell what's going on.
Car is due to go back to Doms for its 1k check up after the rebuild.... At least it now starts))))))
