How to solve loose handlebar controls

So I have googled this to death and have still yet to figure it out.

My handlebar control 'pods'(?) both swivel and move freely after going about for a few days on shaky potholed roads. I have looked for a fastening screw/allen bolt but have yet to find one. Does anyone know how to fix this please as I am not sure what to do.

I've gaffer taped them into place for now and plan on epoxying them into place when I get my hands on some.
