Seemed like strange behaviour to me

Heading down the M4 last night around 11:00pm (in a car) when I came across 4 bikes. Three were fast road bikes, the other more adventure/large trials type. Three had hazard lights flashing and the one at the back, which was a road bike didn't. But it did have a rod protruding from the guys back pack, slightly to one side and vertical, which I think had a small camera attached. Most of the time they kept in the same order and at a regular pace. Then occasionally they'd give it some beans, then drop back to a regular pace again. I passed them probably 4 times. Sometimes the hazards were off, but they were always put back on again. Each time I passed, which was not at any ridiculous speed, they each took a look over. I wasn't in anything fast or interesting, but they appeared interested that I passed.
So that probably doesn't sound odd at all to you guys, but to me there was something very different to what you normally get from a pack of riders and I can't even put my finger on it! I have never seen bikes on a motorway with hazards on and I even thought the trials bike seemed out of place with the other bikes.
What do you think?

I did wonder about a shoot, but thought the camera would have been a bit more versatile in what it was doing if it had been. It just sat at the back sort of recording (if that makes sense). I wondered whether it could have been someone important with plain clothed outriders or something similar.
