How cold is too cold?

At what point is it too cold for say a 30 mile bike ride?

Assume it's dry but frosty and unlikely to snow or get any colder.

It is really pathetic if some bikes can't tolerate a bit of road salt, cars don't rust anymore and even when they did you could use them all year round.
