Cooling fans...

Currently got an issue with the cooling fans just being ornamental. 
I tried my trusty 'fan override' wire that bypasses the connectors at the bottom of the (Pre-Serp) expansion tank and that did squat, so replaced the relay in the fusebox, tried the 'fan override' and all was well, fan wazzing round happily so thought all was now sorted.
Had a few more jobs to do so thought I'd see if they kicked in wired up normally, car got up to temp, I heard them kick in for a brief moment then stop, car continued to warm up to the point of over heating and nothing from the fans, now I try the 'override wire' and back to the beginning, bugger all from the fans.
Anyone got any ideas?
