seized shock absorber

Just folowing on from a previous post i did.
Front NS shock has seized whilst off vehicle while fully extended.
They're standard OE BILSTEINS, just wondered if anyone had come across this before and found a solution.
I did try putting it in a vice abd give it a technical tap but no give.
