Drilling/tapping a flywheel for a different clutch cover

Simple enough job for any local engineer?

The flywheel is neutrally balanced on my engine (ie as a discrete component); the cover I have in mind is a smaller dia than the original although I accept it will need careful setting up and perhaps re-balancing after fitment.
