passat tdi 130 pd turbo problem

i have had turbo problems on my passat tdi 130 pd a local guy tried a repair new pipes some valve some vain cleaner cost 370. did not work so i bought a new turbo this week was fitted yesterday still not running he told me he plugged in a test device showed no faults . i have drove it home had trouble to get to 40 in 2nd gear he told me the new turbo has been set at a low setting to run it in and after 300 miles i need to return it so it can be reset to full power is this true ??? it also seems to lose the little power it has completley but when i restart the car after half an hour its back andy advice would be great

hi the fault was found with a gadet that was plugged in to the car that came up with 2 faults
1 was a charge valve and the second we are not sure what it was but he changed
valve vacuum
charge valve
breather pipe
oil
£377.18
all this made no difference went back and his idea was to buy a cleaning kit online to flush out the turbo @ £180 inc labour
still not fixed he did not have any ideas why so i went on line ordered a exchange/recon turbo @£300
he fitted the turbo this week +
pipe seals fuel cleaner oil filter turbo pipe and new oil inc labour £369.46
my total spend is £1226.64 and still its not fixed iam not a mecahnic but i have looked no line and 2 things come up re turbo problems map sensor and mass air sensor as a mechanic should he have started on these parts first ??? .
as for running in the turbo i have looked online and cant find any quotes re running in a turbo

hi all ok symptoms are very little power up hill like its got no turbo
on the flat sometimes after 3ooo rpm it cuts in for a a while but then you can feel the car lose power and after that no turbo at all but after i park turn off for about half an hour same thing turbo for a while then its gone.
