02 A3 1.6 notchy gear selection - help?

My son has an 02 A3 1.6 (8L) - when selecting gears, it's very notchy, even without the engine running.

First suspect was clutch - but surely without the engine running, the clutch can be ruled out?

Are there any known issues with gear selection on this model?
