HMRC allows a 100% first year allowance for;

Low CO2 emission cars
FYA are available for expenditure on a new electric car, or a new, unused car with CO2 emissions up to the threshold. For expenditure incurred before 1/6 April 2013 the threshold is not more than 110gm per km driven.

Does anybody know how they define 'new'? I have a delivery miles pre reg. car in mind but I am getting conflicting advice from HMRC on whether that is 'new' for this purpose as one HMRC bod says if it has any other keeper it is not 'new' whereas the other says as long as it is unused it is new.

Certainly, for FYA purposes regarding "Plant and Machinery", "new" refers to "new to the business making the claim".

In other words, a second hand item counts as new.
I spoke to their 'helpline' ( 3 calls, 60 mins in total). One adviser said that her boss had said; 'new has to be entirely new and pre-reg was not new'. I called back and spoke to someone else as I thought I had actually got the employees helpline, who promised me an inspector would call me. I am still waiting.

Spoke with a tax inspector. They accept that a car with delivery mileage is 'NEW' for FYA. He has made a note on my company file that that effect.
