do i have to pay business rates on a portable cabin once put onto land? if so is there anyway round it

cheers guys no its not got wheels mate its just lumped on the floor.i had council in today asking if i pay rates for this land which i have cars for sale on and only reason i can think of is because its got a portable cabin on
