Sending people to Thailand

Hi
We have a job in Thailand that requires 2 of our people to go to site to do some electrical commissioning for a week.
Do they require working Visa's? from the Thai website it looks like they do but its not clear.
If they do its quite a big hassle and expense.
What do others do? do you just go and tell them your a tourist?
