Setting up remote access cctv for a dummie.

Firstly can I ask that replies be in simple terms that I (a very non tech geek) might understand.
Back story:
My elderly mum and dad both live at home but I think they need an eye keeping on them.
Dad has Alzheimer's and if something happened to mum I'm not sure he'd be able to use the phone in an emergency.
I was thinking it might be a good idea to set up a couple of cameras in their house that I could log onto a couple of times a day just to make sure they are both still moving around.
They currently don't have internet, cable or anything like that.
What would be the minimal amount of 'gear' required to set up a very simple system?

With an internet connection, piece of cake but for the cost I'd just get one of those alarms they can wear around their necks that rings a choice of numbers in case of a fall/emergency.
I hear what your saying but Dad would forget to wear it, if he did he'd forget what it was for, and mum still thinks she's invincible, to the point that she's pig headed about it and has clearly stated she wouldn't wear it. (You can lead a horse to water, etc, etc)PixelpeepS3 said:
