Password protect the internet?

Afternoon all - any chance you can help a very non-tech chap?

On the home PC I want my kid to be able to view websites I set up as his 'favorites' - but anything outside of these is password protected.

All I know is that the home PC is running windows and connects to the internet by clicking the 'blue E' icon.

Any help, most welcome.
