Where to find freelance programmers?

I've got a couple of projects on the go which require some bespoke software to be written. We've had some done already by a developer who uses .NET and I'd need someone to pick up from where that's got to and start some other software from scratch.

We can't afford to get a big company to do it and overseas is probably not an option because there's some specific hardware the software has to work with and testing would be difficult and time-consuming if we didn't have a relatively local person doing it.

Where can I go to find programmers who can do this sort of work? Are there some good online resources, forums etc.?
