Fiat 500 Twin Air first service cost??

My girlfriend has a Fiat 500 Twin Air which she got new Oct last year.
She's coming up to 18k as she does a bit of mileage (mainly motorway) with work and booked it in.
The Service intervals are 18k or 2 years whichever comes first so was a little surprised when she told me that they said it needs the major service and not the minor one as it's done 18k miles at a cost of around £220 (does include break down cover).
Can someone confirm if this is correct? Should she only be paying for the minor service and how much should it be?
