Pretty much everything about him is wrong. I don't even know where to start with the hair, overweight, awful badly fitting suit, shirt/tie/suit combo dreadful, the beard. List goes on.

I think the real problem is the bottom half of his face is much wider than his head, he tried to even things out with high hair.

Id bet the guy in the OP and many others like him have seen the haircut on a male model in a magazine and thought yeah he looks great and took it into the barbers, not realising they arent a male model but instead an onion faced podge with a receding hairline and might not look the same.
