What does Extra-Urban actually mean?

Looking at MPG figures. What does Extra Urban actually mean?
Urban is obvious. 20-40mph, stop starts in town.
What does Extra urban refer to? Obviously some motorway driving, some a road driving, maybe some fast B road driving. But how is it calculated? What speed is it tested at? My car is significantly more economical driving at 50mph than 70mph. Both speeds would be done on an extra urban route.
For example, my car will apparently get 56mpg extra urban. In reality, it probably gets this crusing at 55mph but get up to 70mph and It's probably 30mpg.
So, what does extra urban really mean?
