The rear number plate lights have just caused my car to fail an MOT. Ive checked the fuse and changed the bulbs. Any suggestions??

The contacts at the bulb could well be corroded, that was certainly the case with my previous '97 V70.

Do they work or not? If they work but have failed for being dim then clean the plastic lenses and refit them. If they don't work, check you're getting power with a multi-meter and as has been said, clean the terminals. If you're not getting power... starting working back until you find where the issue starts. Worst case, run new wires from the original source.
