A land rover is parked every day in the road near here outside a house. Here's the catch - it's directly on a blind rise in the road. To get past it requires overtaking it on the opposite side of the road without being able to see if there is oncoming traffic, it's quite risky, and asking for an accident.
On closer inspection it is parked across an empty driveway too which would require a reverse in, drive out - it would only take a small amount of extra effort to park the car in the driveway. Clearly the owner just can't be bothered, and I doubt would give a toss about a polite note on the windscreen. What would you do to solve this, any ideas?

you could try speaking to your local Councillor, they can get double yellows installed should enough people ask. you could also try your neighbourhood police officer, as they can give tickets for dangerous parking.

Phone 101 and speak to your local force about it and the times it is there and ask the neighbourhood officer to call you regarding it.
