Until today I thought only the police or government bodies could obtain a drivers address from the car registration plate. But it would seem otherwise.

I was speaking to my dad who had been sent a parking fine through the post, from a private car park (for parking in a local video shop carpark without shopping there!). They sent what was basically a lookalike of a normal NIP asking for £100 through the post to the leasing company who forwarded it on. (The car has no lease company sticker on so it is not identifiable from this.)

How is this possible? Surely Joe Bloggs can't use a registration plate to get the vehicle owners address?!

Yup, send the DVLA £2.50, give a reasonable reason for wanting the information (eg the keeper has parked on your land and you need the address to serve notice of a fine etc) and robert is your father's brother.

You can obtain the name and address of the registered keeper of a vehicle if you can show reasonable cause for needing the information.

Members of the public will need to complete form V888. Companies can either complete form VQ3 or apply in writing giving full details of the reason for the enquiry and the vehicle registration mark. Both forms are available from DVLA.

The fee for information at a specific date of event is £2.50 per vehicle. If further information is required, for instance, a copy of a document or additional keeper information, a fee of £5 is required per vehicle.

Send your application to: Vehicle Record Enquiries, Vehicle Customer Services, DVLA, Swansea SA99 1AJ.

It is an offence to unlawfully obtain personal data which is contrary to Section 55 of the Data Protection Act 1998. Unlimited fines in the Crown Court (or to a maximum of £5,000 in the Magistrates Court) exist as penalties in respect of these offences.

Is this a recent thing, I always throw away tickets issued by private companies NCP etc.

Re £100 for parking outside the video store, if hypothetically you were to not pay, then I guess the next step is for them to take you to court. If this were to happen would they be required to prove that you did £100 worth of damage to them!

I feel some vigilante revenge attacks coming on against drivers whom I nearly had the misfortune to bump into (the drivers who knowingly force me to swerve and brake).

Private companies who have authority to issue penalties, fines etc relating to motoring offences usually have permission to obtain car owner details from the DVLA.

There was a report on one company's activities in and around Reading train station on TV's Watchdog a few months ago (See - you can learn useful information from Watchdog).

You can down load form VQ4 from the DVLA website, which is a NON - Fee Paying Enquiry.

You sign at the bottom to say the reasons you have stated for wanting to know are truthful, otherwise an offence of UNLAWFUL obtaining of personal data Section 55 of Data Protection Act 1998.

You don't need to prove damage.

It's a matter of contract law. If there is a clearly visible sign stating that by parking on private land you are entering into a contract with the land owner or his agents to pay a fee, then if you do park you have agreed to the terms of the contract.
Such contracts are definatley enforceable in court, as are any reasonable costs derived from enforcing the contract. Baliffs can be used to seize goods to pay the fine and costs.

We have had years of trouble with people parking on my private land dispite signs and personal requests not to, resulting in blocked access and inability for me or my clients to park. People know there's nothing you can, or rather could, do about it. When they find that the tickets are enforceable by the courts they pay up and don't park again. I haven't had any trouble parking on my own property since.

You can get this for free......if you know someone who works for the DVLA

Mate of mine was recently cut up by some fool who proceeded to get out the car with a tyre iron in hand. Said mate got out and scared him off (big lad).

Anyway his number was noted, address obtained and he had a visit round his house....ahem.

Be careful out there.

Nah, it happened a good few months ago, he wrote back and said "Prove it!" so they sent a side on photo of his car (or a similar one ). Obviously he wrote back saying that is useless and could be anyone! That was a good few months ago now.

Brilliant,this is news to me as well. It will also be news to the low life ,dirty scum bag who stole my phone the other night who's number plate i have, when i am kicking him around his street.!!!!

I just had a dodgy looking bloke,in a dodgy looking BMW on the phone behind me in my 964,he then leaned out of his window and took a picture of my 964 with his phone,he then peeled off sharpish down a street behind me,are cars easily tracable to lowlife?Am i being paranoid?

Possibly. If i were you i'd have the battery off tonight, along with a wheel or two, and park my wife's car behind it. Or possibly have it round a mate's.

Hi, I had a bad experience so want to make sure if it is possible to get any address from my car reg. no. Yesterday I wanted to park my car at a car park. An African guy came shouting and commanded to park the car much closer to the car next to me. Which I did the second time, but still it was not enough for him. He insisted to park way much closer. I was very concerned as my car was that close, it might get scratched by the door from next car. I explained but he was not listening, instead he was very uncivilized and shouting on my face. He told me to get out from that car park as he only allows to park, who he lets. He threatened that if I leave the car there, my car will get damaged. I found very suspicious about him. I wanted to talk to his boss for his appalling behaviour. But did not find anyone there. Before I was leaving, found his tone very threatening. I am an educated person, I found it of no use talking to that guy with this sort of behaviour, I left. Although there was a pay point, I still think it is a dodgy situation, as the machine was not working and that guy is collecting money from the people. I never had this type of experience before.
