RAF HONINGTON CHARITY STATION DRIVING DAYS - 23 and 24 SEP 2006
EVENT OUTLINE
General
The Driving Days are non-competitive charity events, similar to the track days held at a motor racing circuit or other airfield venues. The event is defined as motor/leisure and is for drivers of road and race cars. Motorbikes will be included on Sat 23, running in a separate session group. The activity will use runway, taxiways, some grassed areas and participants will require entry through crash gate 2B.
Type of activity
The Driving Days will offer the following:
· 2 Mile Handling Circuit, run in 20 minute sessions each of 25 cars or 30 bikes.
· ¼ mile Sprints - one lane only, open throughout the day.
· Drift / Handling area - 100m diameter wetted open concrete pan.
· VMax run - down the runway, when all other activities have ceased.
All activities are non-competitive.
Sessions/Timings
The event will be run with controlled access sessions to the handling circuit which will be the main activity on the day. Each session will be of 20 minutes duration. Drivers may be divided into groups according to vehicle type and/or car performance. Bikes and cars will not run at the same time. The planned timings below are based on full capacity attendance on both days; they may change and enable more sessions for participants if there are fewer vehicles participating. Groups merging and an open pit lane format may become possible in the afternoons.
Saturday 23 Sep 2006 - Bike and Car sessions.
· 0900 Gate opens.
· 0900 – 1000 Signing on
· 1000 Drivers Briefing
· 1030 – 1300 Morning sessions
· 1300 – 1345 Lunch
· 1345 - 1430 V-Max, Drift Ring open
· 1430 – 1730 Afternoon sessions
· 1730 Track Closed
Sunday 24 Sep 2006 – Car sessions only.
· 0800 Gate opens
· 0800 – 0900 Signing on
· 0900 Drivers Briefing
· 0930 - 1200 Morning sessions
· 1200 – 1245 Lunch
· 1245 – 1330 V-Max, Drift ring open
· 1330 – 1630 Afternoon sessions
· 1630 Track closed
Driving
The quality of the surface at Honington is very good. Run off is tarmac or grassed and is extensive. The 2 mile handling circuit is flowing, with tighter chicane sections and - unusually for the UK - is anticlockwise. Much work has gone into the development of the circuit to ensure that every effort has been made to ensure that brake failure or loss of control at high energy parts of the circuit should result only in dented egos. A single lane ¼ mile sprint, with timing apparatus (although times are not recorded or compared) is open throughout the day for unlimited runs.
Following lunch on each day, the 1.8mile runway will be opened for V-Max runs, with a coned and funnelled braking zone at the ¾ point, and a wetted drift area on concrete opened on the pan. The Station Kart Club will set up a track adjacent to the Administration Area for people to experience karting. The Driving Days are non-competitive, therefore, comparative lap timing is prohibited; such use will result in exclusion.
Participant Briefing
An introduction letter on the event is sent to each participant detailing the safety requirements, their responsibilities and how the event will be run, with an example indemnity form attached. The morning Driver Briefing sets the tone for the event, with drivers divided into groups and briefed on track discipline, hazards, out of bounds areas, the control measures being employed and their personal responsibilities. Participants failing to comply with the instructions given will be excluded from the event.
Drivers/Riders/Passengers
If participants wish to share a vehicle, second drivers/riders are not charged for separately; however, second drivers/riders must be nominated before the event and it is compulsory for them to sign on and attend the driver’s briefing.
Passengers are permitted in cars, but must be 16 years old or over, and will be required to sign on. It is the driver’s responsibility to ensure that their passenger is signed on and adheres to the same rules as the driver for clothing and helmets. The main participant is responsible for the behaviour of all people within their party. For insurance purposes, spectators are not allowed.
Cars/Bikes
Cars or bikes must be either be currently road legal or eligible to be entered in an RAC MSA recognised race series. Unless fitted with a plumbed-in system, a hand-held fire extinguisher must be carried securely inside the car. Suitable extinguishers will be available for purchase at the event. Fire extinguishers are not required for bikes. The driver/rider is fully responsible for ensuring the safe condition of the vehicle at all times, and will sign a declaration to that effect at sign-on. No responsibility is accepted by the event organisers for scrutineering, however the organisers reserve the right to exclude any vehicle from the event.
Administration and Pits Area
All administration will be conducted in a clearly delineated administration area, located in a safe zone outside the circuit near the entry point. The Administration Area (i.e. pits/paddock) has plentiful hardstanding for parking vehicles and any support equipment. Event Control will be located next to the Administration Area, as will the food, drink and toilet facilities. Food and drinks (hot and cold) will be available for purchase at the event.
There is ample space for gazebos, trade or club stands etc, and these are welcomed. Interested parties have been requested to liaise with the organisers in advance in order that their needs are met, commercial concerns will be asked to make a charitable donation.
Camping
Provision has been made for camping within RAF Honington, on the Saturday night only. This is a green field site with only limited toilet and wash basin facilities and is at the rear of the administration area.
Environmental
No specific noise restrictions apply; however, if vehicle is deemed to be unacceptable or specific complaints are made, then the vehicle will be excluded from the event until appropriate noise reduction is made.
Photography
Hand-held cameras (still or video) are not permitted in cars or bikes on the circuit. Any cameras carried must be securely and properly mounted inside the car or on the bike. Photographers from RAF Honington will be recording the event and a CD of photographs will be available after the event.
Insurance
Participants are advised of their liability before they apply for the event, and sign an indemnity form to that effect (at Annex A). Site insurance will be required for the event.
Charities
The RAF Honington Charities Committee will determine the range of station charities supported, these will include:
· The RAF Benevolent Fund
· The Royal Tank Regiment Benevolent Fund
· East Anglian First Response (paramedics)
Income
For the event entry fees, payable by cleared cheque in advance will be required for all participants. Cars are £70 per day, Bikes - £50 (Sat only) and Saturday night camping is £20. Further income generation is expected by donation from commercial concerns, from food and drink, and from the purchase of CDs containing pictures and video after the event.
Expenditure
Manning of the event is on a volunteer basis. Expenditure will be required for provision of food and drink, toilet facilities, wristbands, some sundry stationery items and a stock of fire extinguishers.

RAF HONINGTON DRIVING DAYS – 23 / 24 SEP 2006
DECLARATION AND INDEMNITY
I wish to drive cars or motorbikes and/or otherwise participate in the RAF Honington Driving Days on 23 and / or 24 Sep 2006, organised by RAF Honington.
In particular, I understand that:
· Motorsport is hazardous and I am voluntarily exposing myself to risk or damage or loss or personal injury by participating in the Driving Days.
· Racing is prohibited and the purpose of the days is to allow the participants to improve their skills and learn the handling and braking characteristics of the car or motorbike that they are using.
· Any insurance carried by RAF Honington in respect of any liability that might arise out of the Driving Days will be limited and that, unless I have taken out specific cover, my own car or motorbike, third party and public liability insurance (if any) is unlikely to cover me for my losses, liabilities or personal injury.
· The organiser will not be scrutineering participant’s cars or motorbikes before permitting them on the track, nor has it any control over the level of competence of other participants
· The organiser is not a training organisation; experienced track users may be on hand to offer guidance in the form of informal hints and tips, which are taken at your own risk.
· The organiser may refuse me access to the track if my car, motorbike or I, infringe any relevant rules or regulations, or behave dangerously.
· The payment I have made to the organiser is a track access charge and does not include payment for instruction, supervision or other service. It is not refundable.
I declare that:
· I am fit and healthy and that my eyesight (with lenses if worn) is adequate for track use.
· Any car or motorbike for which I am responsible and/or which I will use on the track is in good and suitable mechanical condition.
· That I hold a current full licence entitling me to use on the public roads in the UK a car or motorbike as applicable of the size and type that I will be using on the track.
· I will not participate in the Driving Days whilst under the influence of alcohol or intoxicating drugs.
· I agree to make no claim against the organiser or its officers or agents in respect of any loss or injury suffered by me during the Driving Days and to indemnify them against their costs and losses arising out of any claim made against them by anyone to the extent that such costs and losses are attributable, directly or indirectly, to my participation in the Driving Days.
I have read and agree with the above declaration and indemnity and agree that its terms will apply to my participation in the RAF Honington Driving Days on 23/24 Sep 2006.
