Replacement Driving Licence Counterpart

Approximately 7 years ago I received 3 points, and so had my counterpart license sent off and replaced with one showing my points.
I have since "misplaced" the counterpart.
According to the DVLA website and google searches (primarily yahoo answers, which are just appalling!)I need to request a replacement at a cost of £20.
Being a tight arse, I don't want to pay them anything.
However, I am looking at hiring a car in the states this summer and so I presume I'll need both my photo card license and counterpart?
If so, is there anyway I can obtain my counterpart (legally) without paying?
£20 does seem expensive for the sake of some welsh person opening their database, doing a search for me, clicking print and posting.
Also noting the photo is old; although valid and is always accepted - it shows a younger version of me (16) when I had no sense of style and looked like a complete prat.

What is its purpose?
We don't need it to buy a car, insure a car, tax a car, MOT a car.
We don't need it to rent a car - plus any person/ company can contact the DVLA and obtain the details for any said naughtiness.
Plus with the advent of the Nation Database; [although the data is not always accurate and in desperate need to have legislation in place ensuring all insurance companies and such ilk update the NDB on a nightly basis - but that's a rant for another time.]
Our BiB can either use ANPR or telephone HQ for any naughtiness.
That's £20 saved nevertheless.
Guess I'll place a bet on a couple of fine whippets tonight

The scheme was originally going to have all your information including points etc embedded in the bar code.
Until it was realised that this meant every court, police station, traffic car etc would need a reader.
So the counter part was introduced.
It also allows two things.
Courts to immediately impose a sentence, have the licence endorsed (in writing) and a record there and then if is stopped before DVLA update the database. And we know how long that can take.
And.
People to be banned by 'friends' should they let them get possession of the counterpart. bds.

I have had my license revoked two years running, because the DVLA forgot to record the fact that they had put points on my licence, before they sent it back. Strange they only realise at 12 monthly intervals!
I hate to think of the muck ups they could make if they did everything with a bar code... what if it became damaged?

Now you mention it my friends was out of date by 7 months when we were in Florida. The bloke pointed it out and I told him that the expiry date was on the back with all of the categories. He looked on the back and saw the 2 dates next to the categories and said ok.Lot of people caught out with expired licences because no reminders are sent out.

You can keep it until you move, you pass a new category or it expires.When was it they introduced a counterpart....?

DVLA forgot something, do tell. On second thoughts...
Gets damaged, pay for a new one.

Also for the sake of £20 do you want to get turned down for a hire car when you are away on holiday/business? What will it cost you if they won't rent you a car? I go to the States (Florida) several times a year. Alamo always ask for both parts of the licence.

I'm wanting to hire a soft-top for route 66 between vegas and the canyon
Think I'll send off for a full replacement, seeing as mine expires next year - so why pay twice.
