Robert Gould has been hit with 33 parking tickets, one for each London borough, as part of an art project. He spent five months deliberately parking on yellow lines in order to get the fines and filmed some of the ticketings.
He owes almost £3,000 in fines. But he has avoided paying a penny by ignoring demands or writing begging letters.
Gould, from Croydon, said: "I've not paid any of the fines. That is part of the artistic nature of my piece. This is my contribution to British history. It's not about getting one over traffic wardens."
The artist added that he was planning to submit his collection of parking tickets for the Turner Prize.
