New parking rules that are expected on March 31 2008 will cause chaos for drivers and see the number of fines soar, it is feared.
It is understood that a new system will mean different levels of fines depending on what offence has been committed and where.
According to the BBC, the fine for the worst breaches will go up by 20% and more appeals are expected.
The Government is said to be bringing in the new system because it will be fairer to motorists.
The Traffic Management Act will reportedly create five different penalty bands each with a higher and lower level.
Every local authority will be subject to one of the five bands, said the BBC.
However, the AA estimates that three quarters of all offences are going to fall into the serious category once the system is put in place.
Paul Watters, from the AA, told BBC Breakfast: ‘It's a question of whether local authorities are geared up to do this, whether they understand all the implications of the new rules, and whether motorists are going to find that authorities are acting fairly.
‘So it is quite a big change from one piece of legislation to the next.
‘There is a potential for some chaos, as authorities are going to have to run two systems together.’
