As I have seen in some commentary, the problem is the rules weren't particularly clear in regard to some of the allowances, and these were only clarified towards the end of last season. So just a big shambles, and there was no deliberate intention to break the rules during last season. Yes the City thing is a farce, but poor ol' Forest aren't being targeted with a relegation
