Yes, but trade plates are almost never used for this purpose.

As stinkyspanner says, hundreds of cars a day are driven (and briefly parked) on streets untaxed, and often unregistered, with no plates on, as car dealerships go about their daily business of taking deliveries of cars from transporters.

There is no way the police, or anyone else, would be so petty as to take action on this.
