Easiest way is for TfL to simply employ security guards directly and then any SIA nonsense is irrelevant.

The thing is, that's the angle they are trying to play, pretending they are close protection, then they aren't. You could argue they are protecting the driver/operator, but as they generally then leave, they are just protecting a van, so not a person.

Yeah, but that would mean also having to accept full responsibility for all the crap the goons pull, and I rather suspect TfL would want to distance themselves as much as possible from any fallout there...

On a more cynical level, if they hired them directly it would be harder to just bin them off when everyone’s moved on to the next thing.

That's certainly one way of looking at it, and yet how about all the bus shelters that get destroyed each year with not a single security guard in sight ?

Ulez is Khan's pet cash cow - his ego sits at its epicentre and must be protected at all costs.

Exactly. People are very easy to manipulate in that way and it's been done for millennia by governments / dictators etc.

To be fair (and I know this isn't the best thing to play devil's advocate with...) an 'improvised explosive device' for the purpose of damaging a ULEZ camera, could simple be a chopped up firework, I don't think it's very likely that they're producing their own C4 Fight Club style laugh

Not to say it isn't extremely stupid and dangerous

The police already said it was "low-sophistication", which I think rules out remote control etc, so given the time of year I reckon it was indeed some fireworks repackaged into something else, with a firework fuse. I'm no expert but I think it would have needed to be a fairly decent size to launch the box that far though. Quite possible they wanted it to go bang and wreck the box, but underestimated the effects. "Only supposed to blow the bloody door off" etc...
