Accused of careless/not stopping - what happens from here?

This was only updated to discuss within an AD group of which I'm a member. The appraisal - literally nothing wrong with the overtake, textbook, yet I get pulled for it. I don't know what your problem with it is tbh.

Your presence caused her to fall and injure herself. She may have some blame appropriated to her which could be mitigating circumstances but she still fell because of your presence. Had you not been there she wouldn't have fallen, had she ran across the road 5 seconds earlier, or later, she wouldn't have fell over because you wouldn't have been present to cause her to fall.
'....owing to the presence of a mechanically propelled vehicle on a road or other public place an accident occurs by which—
(a)personal injury is caused to a person other than the driver of that mechanically propelled vehicle.....'
Those first few words^^^ are relevant, as the woman fell over because of your presence.
By contrast, if you were driving on a road with nobody else present and somehow flipped your car over causing a complete write off, and you lost all your limbs and became paralysed, it would not be classed as an RTC, as there was no other vehicle present.
