Sheffields free electric bus service

In Scotland, under 22s and anyone over 60 with a Saltire card can travel free. From talking to some pensioners up there the buses are virtual mobile community centres. One chap was telling me how in the summer he travels all day on the bus, gets a few cans to see him through the night on a bench by the sea and then gets the early bus home. He was also going from South of Glasgow right up into the Highlands on his outings.
Couple of issues - My parents use their free bus pass to go to the airport when heading off on foreign holidays. They live rurally so park their Tesla in the nearest Aberdeenshire village with a bus service and travel for nothing down to Edinburgh to get their flight. Given the never ending claims of poverty from the Scottish government it seems a bit bizarre to provide free travel to fairly wealthy retirees who could easily afford to pay for it.
Large gangs of youths can now travel here, there and everywhere for nothing - we used to occasionally catch the last bus home from Aberdeen if we went out for a meal or a few drinks but the last fews times has been pretty unpleasant so likely won't bother again. The bus station was filled with huge groups of drunk teenagers smashing bottles, being sick and generally being abusive. The accents suggested they'd come up from the central belt using the free pass, the driver said it was now a regular occurrence.
