Now this is odd:
If you uninstall Google Wallet, it still works.
For example, last week, I paid for my train tickets with it, because out of habit, I tapped with my phone (everything else I've been using my card now), and it worked. How did that work ?
It seems that even if you uninstall Wallet, the cards remain active on your phone, but without any front end. So if you tap, and you have it to display a notification, you can then look at the transaction and previous ones. One you close it, there's no way to reopen it.

I always assumed the payment stuff was deep level OS stuff and the 'app' just a way of skinning it.
Open your system settings, and using the search pill in the settings menu search for "pay" and see what you find.
There's a good chance you'll find an option to toggle payments via NFC to off, amongst other toggles.
