Don't be an idiot.....don't just smash it off - simply undo the jubilee clamps, then snip off the lock which looks like it came out of an xmas cracker and have a gander. Then report back with pics for the rest of us to gawp at!!!! Report it to the police as a unidentified and unsupervised object. They should then send the bomb squad round to investigate and take it apart. Youwould then find out what it was, be in the local paper for being the hero for reporting an unexploded bomb and have something to do on sunday.

Probably. That is a radar traffic counter. It just measures the speed, size and number of vehicles passing in both directions. Without a camera around there is no way to identify specific vehicles. Very similar to ATCs (the black tubes across the road). Often used for traffic surveys for planning applications.
