No, he went right, they were on the left about 50 yards down, and shouted at me as I went past (roof off). They were very definitely aiming their hair dryer at me, too.

Not as to the point, it doesn't. That is the point of the letter, to warn people of their excess speed.

No such thing as a warning, then? Or merely providing information as to what may or may not occur? You can interpret as you want.

If you're stopped for a traffic offence, and the officer uses discretion but says, "you may receive 3 points and £100 penalty if you get caught doing this again", is that a threat? It's of the same intensity.

But that wouldn't be true. There may be exceptional, improbable circumstances in which it could be used.
