I had experienced some agro with the driver of this car earlier. He had brake tested me. I was keeping my distance. As I saw a clear area in lane 1 and he didn't move over I did and went past. This was at maybe executed at 70 - 80 as we had only just left a round about with lights in red and he was not traveling fast. I was then in some clear road and wanted to stretch out some distance from this plonker so there would be no more problems. So I accelerated and then slowed down. This is when the Police caught up with me.
For some reason I have the impression that there are two sides to this story.
There probably are. Whenever people take it upon themselves to brake test cars behind them, swerve across both lanes to prevent undertaking and generally try their hardest to annoy the driver behind they are probably doing it to prove some irrelevant point of view. The truth is they are driving dangerously while trying to prove their point.
Following too closely & undertaking are two activities that are likely to bring you into conflict with other drivers.
Surely the position of strength is where you are doing 'what you should be doing' if you seek to complain to about another's driving, not complaining about other people's driving where your own choices go against what you 'should be doing'.

You are also safer with a poor driver in front of you than behind you.

I had a feeling this guy wanted to stop for a chat. I didn't have anything to say so i wanted to just get on with my journey.

Why did he want to chat with you though & nobody else?
You can't control his actions, but you can control yours & by them to a large extent any subsequent interaction (yours will go a long way to influencing his).

What's the rules on Dangerous Driving? Can Police charge you with this just for speeding?
Yes they can but generally they take the driver’s actions while speeding into account too.
Undertaking at speed would be an aggravating factor so there you go, you, by your actions moved a high speed into dangerous driving territory.
Look up the definition of dangerous and careless driving and see if you fit either. I think you fit dangerous some may say careless. See what you think after you read the law on it
Section 2 and 3 in the Act at this link is what you want:
