About a month ago I parked on single yellow lines.
However highway code states that signs must display specific times. On this road there was no signs. (am i right here?)
they replied to my appeal and they said they will not cancel. All the letter says
1. 'PCN for parking on a single yellow line at a time you were not allowed' (there were no times shown anywhere on the street)
2. single yellow lines mean no parking except to load and unload. (no it doesnt, there is a different sign and road marking for this https://assets.publishing.service.gov.uk/media/560...
3. they say there were 'controlled zone signs' however on the specific street there was no signs at both ends?

Controlled zone doesn't have to be on the street itself, it can be within a whole wider zone (I found this out in Bromley Town Centre a few years back)
I didnt pass a sign, just has a look on google street view to check my route. From the main road to the street - no controlled zone sign, then form the street to the side road, no controlled zone sign. (street view is quite funny, as there are loads of cars parked on the yellow line).
Was in Manchester by any chance?
I recently had a load of tickets to deal with after a Take That concert that were issued under the Manchester Controlled Parking Zone Order (2005) which covers entire streets in the vicinity of the football and cricket grounds at certain times when major events are underway.
The signage is very different that that outlined in the Traffic Signs Regulations and General Directions.

and no leeds, so close.
I didnt see the CPZ sign on the route I took.
Its funny have other streets a stone throw away have time signs
Manchester and Southampton have CPZs with signs on (some) entry roads at the perimeter. There have been several threads about this. Miss the sign or enter via a back road and you don't know what the restrictions are.
Southampton Council said:
The City Centre Pay and Display Zone operates Monday to Saturday 8am to 8pm, and Sundays and Bank Holidays, 1pm to 6pm. These times also apply to all single yellow line No Waiting restrictions within the City Centre Pay and Display Zone unless otherwise stated by the on-street signing.

This is the currently the definitive case on CPZ signage, and includes all the relevant parts of the TSRGD that cover it - http://www.davidmarq.com/bama/Cukier-v-Barnet.docand no leeds, so close.

It's possible that it could be argued further an in more depth, but with Local Authority tickets being £35 at the discounted rate, many, myself included prefer to pay it and make it go away.

There is no requirement for an additional separate time plate on any road within a CPZ unless the parking restrictions differ from those stated on the controlled zone entry sign i.e. single yellow line waiting/loading restrictions, which sometimes apply for longer periods. In practice, however the signs within the zone often show the times of restriction.
Note– double yellow line restrictions apply 24 hours a day and there is no need for this restriction to be signed at all. All motorists are expected to be aware of this as it is explained in the highway code.
Any requests from members of the public for cancellation of a PCN on the grounds that they were unaware that they parked in a CPZ will be rejected unless there is evidence that the zone entry sign was missing.

I had this a few years back with Hammersmith & Fulham who when challenged told me they had never issued a ticket incorrectly
I had parked just off Shepards Bush Green (in London). Lots of permit holders only parking and I spotted a single yellow line with no signage so I parked on it. Returned to a ticket.
Transpired I missed the Controlled parking zone sign that was several metres up a lampost when I turned off the Green. I missed it as the post was near the junction and I was paying more attention not to knock anyone crossing the junction over!!
They made the mistake of calling the yellow line something like a loading bay line and I asked them to produce a TRO for this definition. I always find Pepipoo good for this

I had this in Fulham, London. They gave me a ticket AND towed me away £260 in all to get the car back. Appealed through both their systems as the paperwork says they have to allow 30 mins before towing but they replied on the appeal "Oh that is just a guidline". I am still considering a small claims court.
It was a year or so ago and within one of their bullsh#t 'Controlled Zones' and a single yellow after 1800/1900. It is a farce. How you are supposed to know if you are still in a zone even if you spot the sign when you drive into it. You could easily miss the sign on the way out and a single yellow that was not blocking anyone in.
Right up there next to the scamera vans. Just revenue generation. How much does it cost to mark a single yellow with a sign - ???
