Stopping the thieving scum
Discussion
Regarding the trout farm I mentioned earlier:
One call to the trout farm was the owner and a colleague chasing suspects. One officer found blood at the scene by what, on first glance, appeared to be a bridge over a substantial concrete gully. The odd thing about the bridge, little more than two scaffold boards screwed together on top of each other, was that one side was raised considerably, meaning the 'bridge' was at an angle of about 45°. Anyone running, or even walking, across it might slip into the gully and hurt themselves, especially if there was heavy dew. They might even bleed a lot from any injury.
The officer attending pointed out that police officers might chase offenders or run across the bridge (in the unlikely event they got there in time it has to be admitted) and that any injury they suffered might be deemed criminal. So careful of razor blades and such.

Build a long speed bump in your yard which in the centre of it is high enough so as to remove any chance of being able to get the cat off and out. I.e. As others have suggested it stops someone sliding under the van as there would be no room.
imagine they would smash the window to let the brake off and push it backwardsThe sleepers or long speed hump idea coupled with a parking post or barrier to stop them moving the van is probably going to be your best passive defence, but if they're using grinders to cut the cats off it would need to be a massive bollard to stop them just cutting that off too,. Alarms and lights are only worth if anyone's going to show up, otherwise they'll test it one night and if nobody shows up just come back another night and nick them.

1) You could wire up a non lethal cattle electric fence energisers to the vans.
The tyres will insulate if from the ground and should give them a belt causing them to smash their head into the underside of the vehicle. Might recover some dna later.
Powered from the vans own battery and fitted inside to prevent it being deactivated.
Hidden magnetic switch for driver to disable with an external magnet in sweet spot before he gets in.They may wear gloves but should still get a belt if damp.
You'd need to have the van earthed somehow for that to work, so someone could easily just remove the earthing spike. The tyres will insulate if from the ground and should give them a belt causing them to smash their head into the underside of the vehicle. Might recover some dna later.

Rail sleepers are a good idea to stop them getting underneath, but could they be a pain to move when you need to access your vans for work? On the plus side, these sleepers are often reused to create 'artisan' furniture, so they might actually repay on your initial outlay to get hold of some.
Other ideas:
> Alsatian dog, or a dog kennel and signage around your yard indicating there is a dog.
> Wire up some speakers to imitate dog barking whenever one of your cameras detects movement.
> Landmines placed strategically around vans?
Good luck.

I think the idea is you park on top of the sleepers to prevent access - i.e. the clearance under the van allows you to drive over the sleepers.Good luck.
Thus - no need to move them just plonk them down bolt them together and done.
OP, would it be cheaper/easier to just cement some breeze blocks to the floor instead of sleepers?

Or put some shuttering down and fill with a weak mix of concrete. Thus - no need to move them just plonk them down bolt them together and done.

There's a saying in the security industry: a fence only keeps out those who don't really want to get in. In other words, passive protection only deters the amateurs, which would probably cover the two you scared off.
In the same way that locks only keep honest people out...Build a 'bay' out of bricks, so for instance, 3 walls, a couple of inches below door height.
Then build some form of massive hinged wall out of sleepers, or gate in front, with some massively thick steel they cant cut.
Or something that raises out of the ground in front of them (if you could afford it).
