Hmm, then sadly he hasn't a lot to lose whatever you do. Major inconvenience seems the only option.

I have looked into this thinking it was the right way to proceed. However, given they are a trader, I would imagine the vehicle is not even registered in his name and therefore any parking fines would end up being sent to the previous owner. does that seem correct>

He might then get irate previous keepers knocking on his door. IF they sold direct to him, and he didn't source his stock from other traders or from auctions.

Physical measures - bollards, gates - are about the only effective solution here, I think. And tenants will just leave gates open and bollards down.

Not that I would condone anything like this, but a tyre valve remover is much more inconvenient than just letting a tyre down, imagine having to inflate your tyre, pull your pump off only for it to go flat straight away hehe

Just use form V888, available on DVLA website.
Do you have experience of POFA 2012, private parking companies, BPA/IPC, DVLA or just relying entirely on Google with a quick copy and paste?

If the vehicles being left on the driveway are untaxed, doesn't that technically make them abandoned, and therefore local Council's responsibility for removal?

The Protection of Freedoms Act is there to prevent abuse and will not stand in the way of OP solving this genuine parking issue. OP says he has previously confronted the driver so the identity is clearly known.

Private property, therefore not until Council control.

So the signs are compliant to form a contract with the driver?
The correctly worded documentation has been served within the correct time frame on the registered keeper, and the correct responses received?

POFA 2012 was a hastily cobbled together piece of legislation that allowed clamping to be outlawed but kept the parking industry lobbyists appeased by creating keeper liability,

Get people to phone him asking to see his cars and then not actually meeting him (hide caller ID if required), get them to ask to view the car at a set location away from the area, then call the Po about an uninsured/untaxed vehicle.
You really could cause him so much hassle, having him running around not knowing if he's meeting a buyer or being f**ked about again.

For added effect, cover the vehicles with bird seed, so he has to keep washing them every time he gets a call tongue out

Put up the signs, no need to employ over-zealous car-parking wardens because you take the photos of any unauthorised vehicles and upload them using the app or via the website, is a very simple process.

The link we used was http://www.self-ticketing.co.uk which I'm pretty sure is the same company.
