Out of interest, what sort of value cars are we talking here? (not that that changes the situation with him parking there in any way; just curious).
Very bottom of the scale rubbishSign up for "Self Ticketing" here:

Take pictures of cars parked where they shouldn't be.
Get a tenner for each ticket paid.
Doesn't cost you a penny. I've just signed up for our company car park. Issued two tickets so far, but the number of people nicking our parking spaces has dropped dramatically.

Clamping etc is now illegal (on private property) so that's not a possibility.
I have looked into this thinking it was the right way to proceed. However, given they are a trader, I would imagine the vehicle is not even registered in his name and therefore any parking fines would end up being sent to the previous owner. does that seem correct>- Get your residents association to formally agree a parking charge of £100 a night for non-residents (and non-guests) who park overnight.
- Put up clear signs setting out the new parking charges.
- Use CCTV and/or DVLA enquiries to identify who is doing the parking.
- Send the parker appropriate bills.
- Sue the parker in court for any unpaid bills. This is not expensive.
He might then get irate previous keepers knocking on his door. IF they sold direct to him, and he didn't source his stock from other traders or from auctions.
Physical measures - bollards, gates - are about the only effective solution here, I think. And tenants will just leave gates open and bollards down.

Absolute rubbish! Muppet.
To get vehicle owner details from DVLA,
"You can ask DVLA for information about your vehicle or another vehicle and its registered keeper if you have a ‘reasonable cause’.
Information about another vehicle or its registered keeper
You can ask for details of another vehicle’s registered keeper. You’ll need a ‘reasonable cause’, for example:
finding out who was responsible for an accident
tracing the registered keeper of an abandoned vehicle
tracing the registered keeper of a vehicle parked on private land
etc"
Just use form V888, available on DVLA website.
Do you have experience of POFA 2012, private parking companies, BPA/IPC, DVLA or just relying entirely on Google with a quick copy and paste? To get vehicle owner details from DVLA,

Yes. There should be no difficulty complying with the simple procedures to deal with this ongoing nuisance. The Protection of Freedoms Act is there to prevent abuse and will not stand in the way of OP solving this genuine parking issue. OP says he has previously confronted the driver so the identity is clearly known.

Oh really....?The Protection of Freedoms Act is there to prevent abuse and will not stand in the way of OP solving this genuine parking issue. OP says he has previously confronted the driver so the identity is clearly known.
So the signs are compliant to form a contract with the driver?
The correctly worded documentation has been served within the correct time frame on the registered keeper, and the correct responses received?
While you consider your reply, I'll continue to refer to the information here - https://assets.publishing.service.gov.uk/governmen...
POFA 2012 was a hastily cobbled together piece of legislation that allowed clamping to be outlawed but kept the parking industry lobbyists appeased by creating keeper liability,
Get people to phone him asking to see his cars and then not actually meeting him (hide caller ID if required), get them to ask to view the car at a set location away from the area, then call the Po about an uninsured/untaxed vehicle.
You really could cause him so much hassle, having him running around not knowing if he's meeting a buyer or being f**ked about again.
For added effect, cover the vehicles with bird seed, so he has to keep washing them every time he gets a call

This 100%
Put up the signs, no need to employ over-zealous car-parking wardens because you take the photos of any unauthorised vehicles and upload them using the app or via the website, is a very simple process.
The link we used was http://www.self-ticketing.co.uk which I'm pretty sure is the same company.
