Good job CSW can only enforce on sites selected by the police then. And these are all in built up areas...
They can’t enforce anything lol.
Nope, but the PCSO who often goes out with our local group can. As can the new SERPV group

How can a PCSO issue a fixed penalty notice. Isn’t that a job for the grown ups?

Chief constable can delegate powers. They have in Essex to some PCSOs and even civilian volunteers (the SERPV group).

I call BS. A civilian cannot issue a fixed penalty.

Yep, useless plastic coppers that nobody cares about. A slight step up from the slightly outraged Speedwatch types, but not much smile

This group can collect evidence which can be used to issue fixed penalties...

Devon & Cornwall Plod have empowered Special Constables and Dartmoor Rangers, so that's another two similar groups of Walts

They have the same enforcement powers as PCSOs and civilian camera van operators.

Well at least 20 keepers have received S172/NIPs from Essex Police based on evidence from this group so far... After 3 sessions.

If they want to volunteer their time to do it, that's fine by me.

Frees up the tiny number of police in our area to do more useful things - like catch the hare coursers who are operating round here. Or deal with the latest spate of burglaries.

Yes, because none of that going to be solved either way. Meanwhile these warts of society grass up their neighbours, because they can, and the Police are knackered.

It's a matter of public record that Speedwatch volunteers come in threes:

1. A gaunt skinny man that looks like a corpse
2. A red faced, jolly looking fat man
3. A slightly confused looking woman who is never holding the actual speed gun.
The confused woman is never holding the speed gun but is ALWAYS holding the clipboard...
1. is wearing half-mast shapeless trousers with an elasticated waistband, a light mauve coloured bri-nylon shirt, red socks, sandals and oversized tortoise-shell spectacles

2. is wearing an old pair of cavalry-twill trousers stained around the crotch area, a tight tattersall checked cotton shirt with some buttons missing, a green tie with horse and hound motifs, a diamond-pattern cardigan with leather sleeve and cuff patches and worn brogues with heel and toe segs

3. is wearing a heavy plaid, mid-calf skirt, a pale yellow nylon blouse with an ostentatious frill on the front and a cameo brooch at the collar, thick grey wrinkly tights and heavy brown slip-on shoes with tassels

And they’ll all have hi-viz waistcoats with the parish council’s name and coat-of-arms on the back.
All these people are now two weeks older than when the thread first started.scratchchin

They rarely venture out in the Winter, or when it's raining, so you are safe, then. In fact, it's on record that at least one of them didn't even know which way to point the gun they were holding. Been moaned at a few times by these types and have been under the limit every time. I can't wait to sign up when my life is almost over.
