There are huge numbers of unmarked and covert police vehicles in London what are you on about ?

I went to a rather spectacular Polacc on the A12 where an unmarked traffic car chasing a stolen was taken out by a HGV driver who thought he was helping

I also spent many years driving squad vehicles and Q-Cars operationally ... all unmarked
I think he is trying to be ironic. 'Marked' as in covered in scratches, minor dents and 'wear and tear'. I think.

Not tpac but assisted on a vip driving course and stopped some traffic on a country road as job vehicles went through to an ambush. The kids faces in the car waiting were a picture as one of the job cars did a j turn and come past at speed.

I did see the outcome of a TPAC on the top end of the M40 , 5 marked units around a golf on the hard shoulder one guy on the floor cuffed behind his back with a copper kneeling on his head .

I saw the Nottinghamshire team practicing along the A453 by East Mids Airport a couple of months ago one afternoon with an unmarked training car & 3 battenburg traffic cars moving into t-pac off into the distance as we were kept safely back by another traffic car in a rolling road block - it was an impressive sight as they increased speeds with the training car becoming visibly more difficult to stop until it was shepherded down an exit slip.

I’m told by friends who are BiB that frequent practice is necessary as t-pac is fortunately not used that much as they’d prefer not to pursue at all if possible.

The main issue is getting enough cars and trained staff together in the same place at the same time as a spontaneous pursuit starts

Different matter for pre planned operations

Be mindful that at times many forces won’t even have enough traffic cars on duty to actually implement a TPAC

I watched traffic cops last week and I've never seen so many traffic cars pull the truck over on the M1. Must have been 10 at least. Looked very impressive from the cam car I must say.
