Well I finally have an issue with PayPal, always worked well before. Purchased a internal bearing puller kit from a seller in china (yes I know), and when it arrived all I got was a empty plastic case, no tool inside.
Complained to the seller, who immediately stated I could keep the case, and have a 50% refund, or return for a full reimbursement, cost was $26.... this to me rang alarm bells as an intended scam, or otherwise they would have insisted it was sent correctly.
I refused as it would then make me out of pocket either way, as I couldn't reclaim postal costs, seller reiterated their proposal, so I escalated it to the PayPal resolution center, who have sided with the seller, and I have to incur postal costs to return a empty case
So now i either loose the whole amount, which would be silly, or faff around sending the bit they sent me back, with proof of postage, pictures etc, and lose the cost of doing so
PayPal protection my arse.

I had similar with a bumper protector from Germany, listing clearly stated it would fit my car, then after my claim listing changed to remove car as compatible.

Disputed with Ebay and Paypal and was told I need to pay return postage. Wasn't worth the hassle.

I still use Paypal, but not used Ebay since.

Surely you could raise it as an item not as described ( if the listing was for the puller and case), bobs your mothers brother...etc etc?

$13 lost, just learn from it and be glad you didn't lose anything significant.

Raised it as not as described .....makes no difference as the seller has offered a solution, skewed in their favour.

Yes could accept the 50% refund and save the faff, but then they have got away with, in my mind, a blatant scam, even for the relatively small amount, that doesn't sit well.

Was your PP transaction funded by credit card? If so, I've heard of people successfully escalating such disputes to their CC company for chargeback against PP.

I was sent an empty envelope. I complained in the end, took a few months, raised an action fraud case and eBay refunded the amount. The issue is knowing what to claim via.

Purchase wasn't through EBay, and PayPal account is linked to my bank, so no card involved to make a claim.

I've started videoing any purchases where I have concerns the content might not be what they're supposed to be. I thought I was getting paranoid but it seems not.

Don't do credit, that's where my money is .....
That side ive never had an issue, never been tempted to click on the countless number of phissing emails I get asking to verify my account, so I'm not worried.

Have had the same thing happen to me, I sent back a empty envelope ( get proof of postage) and papal refunded me my money

I'm tempted to play them at their own game and do this, but I think I'll play ball and send the case back too, bit of a pisser as I've a bike engine to rebuild and could have done with the puller kit.

This seems to be a regular occurrence with Chinese sent products, their adverts are full of errors and lies
SWMBO has just had something similar,
She won the claim, full cost of the item and they (PP) have a postage process where you can claim up to £15 back as postage from china is peanuts compared to posting it back with tracking.

You can only claim postal costs back to return a item, if the seller has signed up to that service.

Damn!!!

Very little buyer protection from these scams! The postage cost tracked to China was over half the cost of the item itself so had SWMBO won the claim but not the postage costs it wouldn’t have worth it to send it back anyway!!!
