Odd French-registered military vehicle

I was cycling earlier and this vehicle passed me at quite some speed. Assuming it's a genuine temporary import from France (even though it's not displaying an F symbol) is it still legal? Seems quite some risk to the children, given I'm sure they had plenty of other alternatives. I guess it's perhaps no different to loading the kids into a vintage thing with no seatbelts?
It's from the Rhone department, if it is french. That style of plate went out of use in 2009, when they dropped the last two digit department number. https://www.theparking-cars.co.uk/used-cars-detail... The picture from this ad has been removed, but it's dated May 2019 and was forsale in dept 69 France at £13073.
I think we can safely assume there’s no way someone would drive to the UK from France in one of those with their kids and bicycles in the back.
I guess it’s someone local to you who owns it and they just can’t be arsed, or don’t want to, register and MOT it for use in the UK.
I know people who have owned foreign registered vehicles over here for years and never re-registered them onto a UK plate.
There’s even a guy near me who has an Audi A5 on Australian ‘Victoria’ number plates, and it’s been like that for about 3 years!
