I was scanning the report referenced on the directgov webby on uninsured driving. I don't think it has a recommendation for continuous insurance. It says there should be no grace period (which I didn't think there was anyway), but that's not the same.

How did we arrive at the situation where it's assumed that we are guilty?

Once upon a time I could open a bank account, or buy number plates, or leave a vehicle untaxed and uninsured, and it was assumed that I wasn't giving a false name, that I wasn't laundering drug money, that I wasn't a car thief, and that I wasn't driving illegally.

Now it's assumed that I am doing all those things unless I prove otherwise.

You were correct first time round

The requirement for continuous insurance will be provided by s.144 Road Traffic Act 1988 (as yet, uncommenced).
