No, assume he's not answering the landline which I think goes to a monitoring centre?

I used to pop in and have long chats with him and surprised to see him not there the other day, his neighbour tells me he hasn't chucked the towel in but I'm not so sure

Unfortunately Steve has had some issues imposed on him by his, sadly deceased, brothers wife. This is causing a temporary glitch in him running the business but he has assured me that he is not giving it up. Suggest you leave voicemail or, better still, e mail him and he will pick it up sometime.
