General motors reg numbers

Hi all, weird one to ask. There's a black Astra gsi in our local area with the reg GM03xxx, my curiosity has the better of me and wondering what the story could be behind it. Am I right thinking it was registered by general motors so press car perhaps?

G is the area code for Kent and Sussex ,could just have been sold by a dealer there when new or Graham Morris owns it.

It's probably a cherished plate bought from the DVLA which will mean something to owner.

If it's a 2003 Astra then it'll just be a coincidence and was registered in the area as said above.
