It's all relative depending on vehicle speed and focal length so don't take the numbers too seriously. If you want to give it a go, match vehicle speeds (would probably recommend 30-40mph to begin with), go as wide/close as you can and stick the camera in shutter priority at something like 1/80s as you don't really need to worry about the aperture. Then test and adjust from there, slower if you want more blur, faster if you want a higher success rate.
On UK roads it can be more pot luck than skill so don't feel disheartened if you struggle at first!
